PERMANENT REPRESENTATIVE PARTICIPATES AS SPEAKER IN HIGH-LEVEL PANEL DISCUSSION AT THE 63RD SESSION OF THE UN HUMAN RIGHTS COUNCIL
On 15 September, during the 63rd session of the United Nations Human Rights Council, a high-level panel discussion was held on the theme “15th Anniversary of the UN Declaration on Human Rights Education and Training.” In his opening speech, United Nations High Commissioner for Human Rights, Volker Türk underscored the historical significance of the UN Declaration and called on States to make human rights education universal by 2028, which will mark the 80th anniversary of the Universal Declaration of Human Rights.
The event brought together high-level speakers, including Commissioner Marion W. Mutugi of the Kenya National Commission on Human Rights, Regional Director G. Georgiev of the World Organization of the Scout Movement, and Artistic Director A. Ienzi of Reizes Teatro. Ambassador and Permanent Representative D. Gerelmaa also participated as a speaker, highlighting measures undertaken by Mongolia to integrate human rights education into educational curricula and content, as well as Mongolia’s commitments and future efforts in this area.
In her statement, the Permanent Representative highlighted Mongolia's legal and policy reforms, including the revised General Law on Education, adopted in July 2023, which requires the mandatory inclusion of human rights education in curricula at all levels of education. She also outlined the practical steps being taken to introduce human rights education content into curricula across pre-primary and primary education, through secondary, vocational and technical education, to higher education.
Furthermore, referring to the “Human Rights-75” High-Level Event held in Geneva in December 2023 at the initiative of High Commissioner Volker Türk to commemorate the 75th anniversary of the adoption of the Universal Declaration of Human Rights, Ambassador Gerelmaa highlighted Mongolia’s commitment to establishing a UN Regional Centre for Human Rights Training and Research in Ulaanbaatar.
She noted that, during High Commissioner Türk’s visit to Mongolia in May 2026, Mongolia and the Office of the United Nations High Commissioner for Human Rights (OHCHR) signed a roadmap towards the establishment of the Regional Centre. She reaffirmed Mongolia’s commitment to advancing this initiative and translating it into concrete action.
