MONGOLIA ADDRESSED TRADE FACILITATION AGREEMENT AND AWAZA PROGRAMME OF ACTION FOR THE LLDCs IN THE GENERAL COUNCIL OF THE WORLD TRADE ORGANIZATION
Geneva, October 6-7, 2025 — The General Council of the World Trade Organization (WTO) convened in Geneva, Switzerland.
Ambassador D. Gerelmaa, Permanent Representative of Mongolia to the United Nations Office and other international organizations in Geneva, delivered a statement on October 6, presenting Mongolia’s position during the discussions on the proposed inclusion of the Investment Facilitation for Development Agreement in Annex 4 of the WTO Agreement.
In her statement, Ambassador Gerelmaa underscored that the Investment Facilitation for Development Agreement does not concern market access or investment protection, but rather aims to enhance transparency, predictability and facilitation measures that contribute to improving the investment climate and fostering sustainable development. She further highlighted that the initiative to include the agreement in Annex 4 of the WTO Agreement is of particular importance for developing countries.
On the second day of the General Council, Mongolia delivered a statement on behalf of the Group of Landlocked Developing Countries (LLDCs) in Geneva. The delegation presented the Awaza Programme of Action for LLDCs for the Decade 2024–2034, as well as the key outcomes of the Third United Nations Conference on LLDCs, held in Awaza, Turkmenistan, in August 2025.
Mongolia emphasized the importance of international cooperation in addressing the unique structural challenges faced by LLDCs, particularly in their efforts to integrate into the global trading system. In this regard, Mongolia encouraged WTO Members to extend their support to LLDCs, recognizing that inclusive and equitable trade is essential for sustainable development and resilience.
